We are pleased to announce that Dr. Halil Ceylan has been selected to receive the 2025 ASCE Francis C. Turner Award. Named after Francis C. Turner, Hon.M.ASCE—a visionary leader widely recognized as the “father” of the Interstate Highway System—this award honors his extraordinary legacy as a former Chief Engineer of the Bureau of Public Roads, retired Federal Highway Administrator, and former Executive Secretary of the President’s Advisory Committee on the National Highway Program.
This recognition by ASCE’s Transportation and Development Institute (T&DI) affirms the contributions of Dr. Ceylan toward advancing transportation engineering and his work in developing smart, sustainable, durable, and resilient infrastructure systems that continue to shape modern engineering practices and the future of transportation.
Dr. Halil Ceylan, a Distinguished Member of the American Society of Civil Engineers (ASCE) and an Endowed Professor of Iowa State University. Dr. Ceylan is currently the founding Director of the Program for Sustainable Pavement Engineering and Research (PROSPER) within the Institute for Transportation (InTrans) at Iowa State University (ISU) and the Site Director for Iowa University of the Partnership to Enhance General Aviation Safety, Accessibility and Sustainability (PEGASAS), FAA’s Center of Excellence for General Aviation.
Dr. Ceylan has exhibited exemplary leadership and made significant contributions to the advancement of air transportation engineering. His research has resulted in publishing two US patents and the creation of the world’s first electrically conductive concrete heated pavement test site at Des Moines International Airport in Iowa.
He will receive this prestigious award in person at the ASCE International Conference on Transportation & Development 2025 (ICTD 2025) in Glandale, AZ, in June 2025.
