Decline in Fatal U.S. Small Place Accidents

Data was recently released by the FAA showing a decline in fatal U.S. small place accidents in 2015. The Wall Street Journal published an article with this information. FAA Proposes Rule to Overhaul Safety Certification Standards for Small Airplanes

WASHINGTON – The U.S. Department of Transportation’s Federal Aviation Administration (FAA) today proposed a rule that overhauls the airworthiness standards for small general aviation airplanes. The FAA’s proposal, which is based on industry recommendations, would reduce the time it takes to get safety enhancing technologies for small airplanes into the marketplace while also reducing cost.
“This proposal would improve safety, reduce costs, and leverage innovation to ensure the highest level of safety is designed and built into small airplanes,” said U.S. Transportation Secretary Anthony Foxx. “General aviation is vital to the U.S. economy, and this proposal would benefit manufacturers, pilots, and the general aviation community as a whole.”
The Notice of Proposed Rulemaking restructures the existing certification standards and replaces the current prescriptive design requirements in Part 23 with performance-based standards that maintain the same level of safety. It would add new certification standards to address general aviation loss of control accidents and in-flight icing conditions. The proposal establishes performance- and risk-based divisions for airplanes with a maximum seating capacity of 19 passengers or less and a maximum takeoff weight of 19,000 pounds or less.
“This proposal would streamline how we approve new technologies for small piston-powered airplanes all the way to complex high-performance executive jets,” said FAA Administrator Michael Huerta. “The FAA’s collaboration with industry and international partners reflects a performance-based, flexible approach which would accommodate today’s rapidly changing aviation industry and technological advances now and in the future.”
The proposal responds to the FAA Modernization and Reform Act of 2012 and the Small Airplane Revitalization Act of 2013, which directed the FAA to streamline the approval of safety advancements for small general aviation aircraft. It also addresses recommendations from the FAA’s 2013 Part 23 Reorganization Aviation Rulemaking Advisory Committee.
The FAA estimates that the overall economic impact would be cost beneficial. This proposal would affect airplane manufacturers, engine manufacturers, and operators of affected equipment. A video highlights the benefits of the proposed rule.
The comment period is 60 days from publication in the Federal Register.

PEGASAS Pavement Marking Presence Tool Project featured in Focus FAA aritcle

The PEGASAS project Pavement Marking Presence Tool has been featured in an FAA Publication called Focus FAA. The article focuses on research and development of an mobile app to inspect paint markings on airport pavements. The FAA and researchers believe that clear markings on the pavement will help reduce the number of runway incursions. Runway incursions are on the ATO top 5 list of safety hazards. PEGASAS researchers Omar Smadi at Iowa State and Paul Carlson from Texas A&M are the leads for this project. The FAA hopesto have a prototype ready for inspectors for field tests by the end of September.

The Ohio State University announces the donation of $10M from the Austin E. Knowlton Foundation to upgrade aviation education and research facilities. The gift will support construction of a new facility with state of the art flight simulator, research labs and classrooms. The Austin E. Knowlton foundation seeks to promote and advance higher education in the United States.

FAA to Begin Testing Lead-Free Aircraft Fuels

The Press of Atlantic City (NJ) (3/13, Wittkowski) reported that the FAA “will start testing on lead-free fuels this month” at the FAA William J. Hughes Technical Center in an effort “to reduce environmentally harmful emissions from general aviation aircraft.” As there is no certainty that any of these unleaded fuels will ever hit the market, Dave Atwood, FAA mechanical engineer and program manager for the testing, said that the agency “doesn’t pick a winner. The market will decide.” The tests represented “a $30 million research program.”
PEGASAS Researcher Darcy Bullock receives the Team Award

The Joint Transportation Research Program (JTRP) and Indiana Local Technical Assistance Program (LTAP) receives the Team Award during the Purdue University College of Engineering Faculty Awards of Excellence.
Darcy Bullock, Professor of Civil Engineering and Director of JTRP, is also a PEGASAS researcher working on Aviation Rumble Strips to Enhance Aviation Safety.
He will recieve the award on April 10th at a reception and dinner hosted by Purdue University College of Engineering.

The Atlanta Business Chronicle (2/25, Caldwell, Subscription Publication) reported that Dimitri Mavris, director of the Georgia Tech School of Aerospace Engineering’s Aerospace Systems Design Lab, has been named the National Institute of Aerospace’s (NIA) Langley Distinguished Professor in Advanced Aerospace Systems Architecture following the retirement of Alan Wilhite, according to NASA. The NIA, founded “by a consortium of universities and the American Institute of Aeronautics and Astronautics Foundation,” was designed to “support” the research at the Langley Research Center.

PEGASAS Heated Pavements Project Highlighted by Iowa State University

PEGASAS researcher Halil Ceylon and Iowa State associate professor of Civil, Construction and Environmental Engineering and Director of the Program for Sustainable Pavement Engineering and Research at Iowa State’s Institute for Transportation has been recognized for his research on Heated Pavements.
Ceylan has assembled a team of 19 faculty, staff and students to develop the pavement technologies and analyze their costs and benefits. He said Iowa State, as home of the National Concrete Pavement Technology Center, is the perfect place to research and develop new ways to keep runways clear of snow and ice.
"This provides a safe working platform for airport personnel and passengers,” he said. “And it’s environmentally friendly – airports don’t have to use tons of de-icing salts. This also translates into reduced emissions and costs because airports don’t have to treat the wastewater associated with de-icing of airport pavements, which is otherwise mandatory.”
The PEGASAS Heated Pavement Project is led by Dr. Halil Ceylan at Iowa State and partners with a team of researchers at Purdue University led by Dr. Jason Weiss.
GAMA Study Shows $219 Billion Economic Impact in U.S.

The General Aviation Manufacturers Association (GAMA) released a study this week examining GA-related industries and their direct and indirect benefits to the economy. General Aviation supplied 1.1 million jobs and contributed $219 billion to the U.S. economy in 2013. The top 10 states ranked by total output attributable to GA in 2013 were California, Texas, Georgia, Florida, Illinois, Kansas, Arizona, Connecticut, Ohio and New York.

Research Spotlight: Heated Airport Pavement Systems

Maintaining the operational safety of runways during snowfall events is challenging for many airports. The surface traction of paved surfaces is dramatically influenced by ice, snow or slush, which can hamper air traffic management operations and cause delays at other airports.
Iowa State Universtiy (ISU) is currently working with the Federal Aviation Administration to research the efficacy and cost-effectiveness of heated pavement technologies as an alternative for keeping aiport pavement free of ice and snow.

Rumble Strip Study - Airport Technology R&D Branch News Article

On June 24th and 25th, Don Gallagher (FAA) and Mike DiPilato (SRA International) traveled to Purdue University in West Lafayette, Indiana to meet with faculty and students that are working on the rumble strip study. Rumble strips are being evaluated as a possible tool to reduce the risk of runway incursions. Don and Mike oversaw the installation of raised rumble strips on a ramp at Purdue University Airport and participated in evaluating these rumble strips. Numerous rumble strip configurations were evaluated by the research team in a Cirrus SR20 and Cessna 172 aircraft. Over the next several weeks, the research team will evaluate the effectiveness of these rumble strips in several types of single and multi-engine general aviation aircraft. Milled rumble strips will be installed on an asphalt ramp at Purdue University Airport in the coming weeks. These rumble strips will also be evaluated by the research team in both single and multi-engine aircraft. At the conclusion of the evaluation period, a report will be written, summarizing the findings from these evaluations. This work is being conducted through a grant under the PEGASAS Center of Excellence program.
Winners Selected for 2013-2014 National FAA Design Competition for Universities

The Federal Aviation Administration (FAA) recently selected winners for its eighth annual Design Competition for Universities. Top honors went to student teams from the University of Rhode Island, the University of Colorado Boulder and Roger Williams University.
The competition seeks to engage students at U.S. colleges and universities in addressing issues facing airports while providing quality educational experiences and exposure to aviation and airport-related careers. Students were invited to propose in four (4) technical challenge areas: airport operations and maintenance; runway safety; airport environmental interactions, and airport management and planning. The competition requires that students work with a faculty advisor, and that they reach out to airport operators and to industry experts to obtain advice and to assess the practicality of their proposed designs/solutions.
Two FAA Design Competition winning teams with PEGASAS connections include:
iTug: The Next Generation of Ground Support Vehicles submitted by Purdue University / College of Technology. Advisor: Professor Mary Johnson.

Survey Looks At Weather Decision Making - Article in AV web biz

Three Midwestern universities are asking pilots to help them solve the riddle of why VFR pilots press on in IMC conditions despite the wealth of weather tools available in the flight planning room and in the cockpit. As part of the Partnership to Enhance General Aviation Accessibility and Sustainability (PEGASAS) Center of Excellence for General Aviation established by the FAA, pilots are being asked to take part in a survey to help researchers at Purdue, Western Michigan and Kent State Universities understand how VFR pilots gather weather information and how they apply that knowledge in flight.
The survey looks at the types of meteorological information used, procedures and weather avoidance techniques, along with the types and recency of training in weather topics. "We are also very interested in learning about the weather technology capability you have in the airplane(s) you fly and how you utilize that equipment to make safe and timely weather avoidance decisions in flight," the surveys designers say in their pitch for participants. Participants must be 18 and active pilots and are assured of anonymity.

Jason Weiss, the Jack and Kay Hockema Professor in Civil Engineering at Purdue University, has been named a recipient of the 2014 Outstanding Undergraduate Teaching Awards in Memory of Charles B. Murphy. Weiss was surprised with the news Thursday (March 27).Â Prof. Weiss is one of the researchers on PEGASAS Project 1: Heated Airport Pavements; he leads the Purdue University part of that research team.
